What Mass Gatherings Preparedness Actually Means

A mass gathering is any planned or spontaneous event — a sporting final, a religious pilgrimage, a festival, a state occasion, a large protest — where the concentration of people at a specific location, for a specific purpose, over a defined period has the potential to strain the planning and response resources of the host authority or community. There's no fixed attendance threshold; what defines a mass gathering is whether it stretches normal capacity to plan, coordinate, and respond.

Preparedness is the structured work of closing that gap before it's tested live: assessing the risks specific to an event, building the coordination and resource capacity to manage them, and training the people responsible so decisions under pressure are practised, not improvised.

Mass Gatherings Academy exists to turn that into practical, tiered training — for event organisers, public health teams, emergency planners, and institutions that carry that responsibility.

One Academy, Multiple Pathways

Mass Gatherings Academy is organised into tracks — Crowd Safety, Health & Preparedness, and Exercises & Simulation — each built around a consistent progression of tiers, so learners can grow from core concepts to advanced operational capability at their own pace.
  • Structured progression from Foundation through Intermediate to Advanced within each track
  • Scenario-based learning built into the curriculum
  • Each tier is independently assessed, with its own certificate

Simulation Exercises (SimEx)

Tabletop and operational simulation exercises that put decision-making under realistic pressure — built around facilitator guides, participant materials, scripted injects, and defined decision points, with a structured after-action review built into every exercise.

Facilitator guides and participant materials for structured delivery

Injects and decision points that mirror real operational pressure

After-action review built into every exercise, not optional add-on

Learning From Every Gathering Event

After-Action Review

A simple, structured way to look back at what worked and what didn't after an exercise or a real event — so the lessons actually get used next time, not just written down and forgotten.
